He was educated at Leechburg, Armstrong County, Pennsylvania, attending the high school there, and when sixteen years old entered the mill as a cold roller boy, later advancing to the position of sheet roller. Meantime he took a three years' evening business course under Professors Smeltzer and Hepler. He was active in the community in various capacities, serving as game warden of Armstrong and Westmoreland counties and humane agent in the same district, and being assistant chief of Fire Companies Nos. 1 and 2 of the Leechburg department. Mr. Elwood was also a member of the local lodge of Elks, No. 377, and in politics he was a Republican.
