He attended the public schools of Williamsburg, Clarion County, Pennsylvania, finishing his literary education at Reid Institute, Reidsville, Pennsylvania, whence he was graduated with honor. He decided upon the profession of medicine, entered the University Medical College of New York, and was graduated M. D. in 1872. He then began the practice of his profession at Fryburg, Pennsylvania, later at Strattonville, Pennsylvania, and in 1879 settled in Ridgway, Elk County, Pennsylvania. He has always had a large practice, and he gained a place in the hearts of his large clientele which was only occupied by the country doctor of the old school. He doctored in families for a quarter of a century, and when a new family was formed by marriage, and a doctor's services were needed, the old doctor only was thought of. He was a skillful physician and kept in touch with modern discovery and used all modern methods of treating diseases and wounds. In 1885 he was elected president of the Elk County Medical Society; he was surgeon at Ridgway for the Buffalo, Rochester and Pittsburgh railroad for several years. He was later surgeon for the Pennsylvania railroad and also United States pension examiner for Elk County.
Dr. Williams served in the war between the states, enlisting July 14, 1861, at the age of seventeen years, in Company C, 62nd Regiment Pennsylvania Volunteer Infantry, and serving for three years; one year as chief bugler of the Second Brigade, First Division, Fifth Army Corps of the Army of the Potomac, under General J. B. Switzer. He served all through the Peninsula campaign and was engaged in nearly every battle fought by the famous "Fifth Corps."
He was a Democrat in politics and from 1880 to 1890 was the regularly elected coroner of Elk County. In religious faith he was a Roman Catholic.

On July 4, 1861, being then seventeen years of age, he enlisted in Company C, Sixty-second Pennsylvania Volunteers, and served three years, one year as a private and two years as chief bugler of the Second Brigade, First Division, Fifth Corps, under Gen. J. B. Switzer. During this time he passed through all the Peninsular campaign, and was engaged in nearly all the battles fought by that division. After returning from the army, Mr. Williams completed his literary education at Reed Institute, Reedsburg, Pennsylvania, from which he graduated, and then commenced the study of medicine with Dr. Thomas, of Freeport. Later he attended lectures, and finally graduated from the University Medical College, of New York, in 1872. He began the practice of medicine at Fryburg, and from there removed to Strattonville. In 1879 he located at Ridgway, where he then resided, and gave his undivided attention to the duties of his profession.
Dr. Williams was elected coroner of Elk County in 1880, and held that position until January 1, 1890. He was surgeon for the Buffalo, Rochester & Pittsburgh Railway Company beginning in 1882, and for the Pennsylvania Railroad Company for a number of years. He was also United States examining surgeon for pensions for Elk County. He was a member of the Ridgway borough school board beginning in 1887, and in 1888 was elected president of the Elk County Medical Society. [HMEF, 744]
