He was a member of Neely Brothers, Richland township, Clarion County, Pennsylvania; they were general merchants and oil producers. He was a teacher, and was elected to the Assembly in 1882, and re elected in 1884.

He was a successful merchant and business man, and was a member of Pennsyl-vania legislature in 1883 and 1885, and a member of the senate in 1898.
