He was born in Sewickley township, Westmoreland County, Pennsylvania, and when he was quite small the family moved to Greensburg, on the election of his father to the position of sheriff of Westmoreland County. The son received his preliminary education in the Greensburg public schools and the Greensburg Seminary. Later he entered Princeton University, from which he was graduated in 1890, with the degree of Bachelor of Arts. Subsequently he also received the honorary degree of Master of Arts from Princeton.
After graduation from college he was professor of Latin and Greek at the Indiana, Pennsylvania, State Normal School, from 1890 to 1892. From 1892 to 1895 he read law with the firm of Knox & Reed. From 1895 to 1901 he was adjuster for a liability insurance company. From 1901 to 1902 he was secretary and treasurer of several coal companies. After that he became interested in the oil business in Illinois and Oklahoma. On July 22, 1916, Mr. Guffey was made acting postmaster of Pittsburgh, and on September 5, 1916, was appointed by President Wilson as postmaster, which duties he assumed on October 1, 1916.
