He was educated in the public and high schools of Greensburg, Pennsylvania, and later attended Princeton University. Leaving college, he began his business career in the oil fields of western Pennsylvania, in the once famous petroleum operating firm of Guffey & Queen. On May 1, 1894, Mr. Guffey was appointed superintendent of delivery of the Pittsburgh post office, under Postmaster John C. O'Donnell. He remained in this position until February 15, 1899, when he was elected secretary of the Philadelphia Company. In May, 1901, he became general manager of the Philadelphia Company, and on December 31, 1917, was elected president of the Equitable Gas Company, one of the operating subsidiaries of the Philadelphia Company. He had previously been elected president of other operating subsidiary companies, including the Pittsburgh and West Virginia Gas Company, the Monongahela Natural Gas Company, and the Philadelphia Company of West Virginia.
On September 1, 1917, Mr. Guffey became identified with the petroleum purchasing department of the raw materials division of the war industries Board of the Council of National Defense. In 1918 Mr. Guffey severed his connection with the Philadelphia Company and its subsidiary companies in order to devote his time to his own personal business, having large interests in the oil business in Oklahoma. He retained his position of director of a number of gas companies, and was also on the board of the West Penn Hospital. He was also president of the Freeport Water Works Company. Later Mr. Guffey gave practically all of his time to work of the United States Government, in the position of director of sales under the Alien Property Custodian.
