He grew up on his father's farm in Perry Township, Armstrong County, Pennsylvania, and continued in agricultural pursuits until he came to Butler County, after which time he was engaged in oil production. He resided at Bruin beginning in 1898 and served as president of the borough council, being a member of this body for several consecutive years.
He and his wife were members of the Presbyterian Church at Bruin and he was active as a Sunday-school worker, serving as assistant superintendent and also as treasurer. In his attitude on public questions, Mr. Steele was a strong prohibitionist.
