General Notes: Husband - James P. Colter


He attended the public schools of Venango township, Crawford County, Pennsylvania, preparing for college at the Edinboro State Normal School. He entered Allegheny College, and was graduated at that institution in June, 1868. He was admitted to the Crawford County bar on August 14, 1871, and in September of the same year commenced the practice of law in Armstrong and the adjoining counties, residing much of the time in Kittanning. In August, 1889, Mr. Colter came to Meadville, where he then made his home. During his residence in Armstrong county he was for twelve years a school director, and after coming to Meadville served a term of three years in the Board of Control of the Meadville Schools. He was also a trustee of Allegheny College, these being the only offices he ever held. Although taking an active interest in politics, Mr. Colter was never a candidate for office, devoting his whole attention to the practice of his profession. He was a Democrat, serving as chairman of the Democratic city committee from 1891 to '93, and as chairman of the Democratic county committee from 1897 to '98, and as delegate at many of the state conventions of his party over a period of twenty-five years.

He attended the common schools of his native township, prepared for college at the Edinboro State Normal School, and graduated from Allegheny College in 1868. He read law with Derickson and Brawley, of Meadville, Pennsylvania, and was admitted to the Crawford county bar in August, 1871. He went at once to Armstrong County and engaged in the practice of his profession in Armstrong and adjoining counties for about eighteen years. In August, 1889, he returned to Meadville and continued in active practice. In the way of public service, he served as school controller about fifteen years, was chairman of the board of examiners for students at law in Crawford county for about the same length of time, and was elected three times as city solicitor for the city of Meadville, Pennsylvania, serving the city, in all, in that office, eight years. In these appointments to public service he earned and was accorded an excellent reputation as an earnest, faithful and competent worker.
In his general law practice he is noted for the care and attention that he gives to the interests of his clients and attained a standing in his profession that can only be obtained by a lawyer of ability. While an active practitioner, he inclined to an adjustment of differences between parties, so far as may be reasonably possible, without an actual court trial. But he did not hesitate to resort to the courts, for his clients, when such course became necessary. This is shown by the court records, and by the supreme court reports. He showed exceptionally clear judgment in the matter of faithful attention to his regular work, rather than to the many attractive possibilities of office seeking.
In the matter of associations, Mr. Colter was a past master in Free Masonry, a member of the Independent Order of Odd Fellows and of the Benevolent and Protective Order of Elks. He has served for over twenty years as a trustee of Allegheny College, was a member of the executive committee, and secretary of the board as well as of the executive committee. [GPHWP, 1676]
