He was a graduate of the University of Pennsylvania at Philadelphia; studied law in the office of Hon. Wayne MacVeagh; was admitted to the bar in June, 1879, and became the junior member of the firm of Troutman & Kauffman, attorneys at law, at Hazleton, Luzerne County, Pennsylvania, representing, as counsel, many of the largest individual coal operators and companies in the anthracite region.
