He was carefully educated in the public schools of his native city and attended Washington and Jefferson College, from which he obtained the degree of Bachelor of Science in 1903 and of Master of Science in 1905. After reading law in his father's office, he was admitted to the bar in 1905 and began to practice under the firm name of Hurst & McConnell. In 1911, Mr. McConnell was associated with Gaither & Whitten, until May 16, 1921, when he became a member of the law firm of Gaither, Portser and McConnell, who had a general law practice and specialized in corporation law. Mr. McConnell was an active Republican, and served for a number of years as secretary of the Republican County Committee. He was a communicant of the Presbyterian Church, and a member of the Free and Accepted Masons, Lodge No. 225, in which he held the thirty-second degree; of the Pittsburgh Consistory, Ancient Accepted Scottish Rite; and Syria Temple, Ancient Arabic Order Nobles of the Mystic Shrine; he also was Past Exalted Ruler of the Benevolent and Protective Order of Elks.
