His parents moved to Ebensburg, in Cambria County, Pennsylvania, in 1893, at which time he was ready for high school. A substantial part of his education was provided by a visit to the World's Columbian Exposition at Chicago in that year, through the generosity of his elder brother Paul, then employed at Middlesborough, Kentucky. He sold papers and took whatever odd jobs were offered, but spent most of his spare time in his father's law office. Opportunity arose for a bit of court reporting for the city papers and he had early familiarity with the machinery of courts.
After graduating from Ebensburg High School in 1895, he attended Eastman Business College at Poughkeepsie, New York, completing business and stenographic courses. Thenceforth his education was furthered through reading and observing, without the benefit of systematic instruction. His first paying position was in the city of New York during the autumn of 1896 during the McKinley-Bryan presidential campaign. There were exceptional opportunities to hear great political orators, prominent ministers, good music, and become familiar with the wonders of the city, all grasped with youthful enthusiasm. Later he had employment in Pittsburgh, El Paso, Denver and Los Angeles with various concerns, including The Pullman Company and Southern Pacific Company and thus satisfied his desire for travel and financial independence.
The ultimate object of college education was defeated with arrival in Baltimore in 1901 and an early meeting with his future wife. After nearly two years with the Standard Oil Company he entered the law office of J. Kemp Bartlett, Esq., as secretary and office manager. Following marriage in 1903, he entered law school of the University of Maryland, passed the State bar examination in 1909, and received his law degree in 1910. In 1916 he became a member of the firm of Bartlett, Poe & Claggett, continuing as such until 1928. Having then actively conducted the organization of the Fidelity and Guaranty Fire Corporation - a four million dollar concern - he became its Secretary-Treasurer at the solicitation of his friend and associate R. Howard Bland. With organizational activities completed and the Company operating in all the states, routine duties of the office palled. In 1930 he resigned to engage in the independent practice of law, a more congenial field. In 1931 he was made vice president and treasurer of the Peoples Fire Insurance Company of Frederick, Maryland, for the purpose of liquidating that concern over a period of two years. May 1, 1934, he was appointed Deputy United States Attorney for the District of Maryland under Bernard J. Flynn, Esq. This was a thoroughly happy association, with important work well suited to his taste and training.
He had many hobbies, the piano and music generally, gardening, photography, antique collecting, woodcraft, and American history.
