He was born in Penn's Valley, Centre County, Pennsylvania, about two miles west of where Centre Hall later stood. He attended school at Dickinson Seminary, in Williamsport, and at Pennsylvania College, in Centre County. He read medicine with his brother, Peter D. Neff, M.D., in 1857 and 1858; graduated at the Jefferson Medical College, Philadelphia, in March, 1859, after attending two full courses of lectures. He commenced the practice of medicine at Nittany Hall in April, 1859, and on the 27th of the following May he moved to the lower end of Penn's Valley, and practiced medicine in Aaronsburg and vicinity until September, 1865, when he relinquished the practice and entered upon the study of theology. In October, 1866, he moved to Milroy, in Mifflin County, and there resumed the practice of medicine, and continued in the same until March, 1868. At that time he received and accepted a call from the Evangelical Lutheran pastorate of Liberty Valley, in Tioga County, Pennsylvania. He married there, and remained in the active work of the ministry.
