He attended the local school and graduated from Sandy Lake Institute. He attended the University of Pennsylvania, School of Veterinary Medicine, Philadelphia, Pennsylvania, receiving the degree of V. M.D. in 1911. He was a resident veterinarian there for one year. The following two years he conducted experimental work on hog cholera, investigations of animal diseases, abortion tests and intradermic tuberculin tests. In 1914 he went to North Dakota where he served as Assistant Professor at the North Dakota Agricultural College's Veterinary School. During the summer months he did field testing of horses in MacKenzie County for the state of North Dakota.
Dr. Barnes returned to Franklin, Pennsylvania, and engaged in the general practice of veterinary medicine and surgery. In 1918 he was on the staff of the Bureau of Animal Industry. He did laboratory and field investigation of sterility in cattle, including a study of bocine infectious abortion. He served for twenty years as chief of the laboratory of the Bureau of Animal Industry in Harrisburg, had national reputation as a specialist in Bang's disease of cattle and was widely known for his research work in rabies in dogs and other animals. Dr. Barnes worked out the Pennsylvania plan for Bang's disease prevention, control and elimination. He received the Bronze Medal from the Philadelphia Society for Promoting Agriculture in recognition of his plan for controlling Bang's disease in cattle. He was nationally known for his work and some foreign countries adopted his plan for Bang's disease. He retired from his post on October 1, 1943.
