He grew up in Lancaster Township, Butler County, Pennsylvania, and attended the district schools. He was fifteen years old when he entered his father's store and undertaking establishment, with which he was thereafter identified.
He and his family held membership in the English Lutheran Church, and he was affiliated with the Independent Order of Odd Fellows, Knights of Pythias, Knights of Malta, Royal Arcanum and the Elks. He was a director of the Pythian Home Association of western Pennsylvania.

He acquired his education in the public schools of Butler County, Pennsylvania. In business he followed his father's vocation, and under his direction acquired the business of funeral director, which, after his father's death, the son conducted. The real foundation of the particular concern dates back through three generations to 1840, when Andrew Ziegler, grandfather of Oliver W. Ziegler, started an undertaking business in connection with the manufacture of coffins and caskets. Then his son, Henry D. Ziegler, father of Oliver W. Ziegler, took up the business, and thus the name of Ziegler was one of the oldest connected with this occupation in Western Pennsylvania. Oliver Ziegler carried on this concern beginning in 1897. He was located at Harmony, Pennsylvania, until 1921, when he transferred his interests to Zelienople. He had everything modern in his establishment and its connections, including an ambulance service. In politics Mr. Ziegler was a Democrat. During the World War he served on all the Liberty Loan drives. He was a member of the Town Council at various times, and served as secretary of the School Board of Jackson Township, Butler County. His religious affiliations were with the Lutheran Church. His fraternal affiliations were with the Independent Order of Odd Fellows; Knights of Pythias; Knights of Malta, and the Royal Arcanum.
