He was educated in the schools of Muddy Creek Township, Butler County, Pennsylvania, and was graduated from Butler Business College in 1899. He worked on his father's farm, which consisted of 177 acres, until 1912, when he removed to Butler and established his insurance business, where he was a busy member of the insurance circles ever after. He was agent for the following companies: Sun Insurance Company of London, England; American Insurance Company of Newark, New Jersey; Baltimore American Insurance Company of New York; Home Underwriters of New York; Keystone Underwriters of Newark, New Jersey; American Underwriters of Philadelphia; Empire State Underwriters of Watertown, New York; London Guarantee & Accident Company, of London, England; Ocean Accident & Guarantee Corporation, Ltd., London and New York; National Surety Company; Mutual Fire Insurance Company of Chester County, Pennsylvania; and the Penn Mutual Insurance Company of Westchester, Pennsylvania.
In politics Mr. Tebay was a Democrat, but was independent in the exercise of the ballot. He was an elder in the Christian and Missionary Alliance Church of Butler and spent much of his time and money for the advancement of Christianity in the world, other matters being secondary with him. "God first" was his motto.
During his residence in Muddy Creek Township, Mr. Tebay was elected justice of the peace and served six years. At the time he was the youngest man in the county to fill that office. [HBC 1927, 825]
