He was born on the family homestead farm in Hempfield township, Westmoreland County, Pennsylvania, near the town of Manor. In his early life he attended the Brush Creek and Wegley public schools of his township, and, when he outgrew them, took a classical course at the then flourishing Greensburg Seminary. Leaving that institution, he engaged in teaching for several years, and then entered Washington and Jefferson College, from which he was graduated in the class of 1889, with the degree of Bachelor of Arts. On August 30, 1889, he registered as a student at law in Greensburg, and was admitted to the Westmoreland county bar, January 30, 1892. He became a member of the Supreme Court of Pennsylvania at October term, 1894. After his admission to the bar he developed an extensive practice, including among his clientage, railroad, banking, coal and other business interests. He was a director in a number of corporations.
Mr. Wegley in politics was a Democrat. He was solicitor of Greensburg borough from 1897 to 1901, and a member of the Greensburg school board from 1897 to 1912, and president of that body the last six years of his service. His alma mater in 1913 conferred on him the degree of Master of Arts. In religion he was a Presbyterian. He united in his boyhood with the Presbyterian church of Manor, and transferred his membership to the First Presbyterian Church of Greensburg when he moved to the county seat. Fraternally, he was a thirty-second degree Mason, and held a life membership in Westmoreland Lodge, No. 518; Urania Royal Arch Chapter, No. 192; Olivet Council, No. 13; and Kedron Commandery, No. 18, Knights Templar, of Greensburg; and Pennsylvania Consistory, and Syria Temple Nobles of the Mystic Shrine of Pittsburgh. He owned the homestead farm and a fine residence in Greensburg.
