Following his education in the public schools of Mercer County, Pennsylvania, and the State Normal School at Volant, he entered his father's business, as a farmer and stock dealer. He early affiliated himself with the Democratic party, as his father had done, and from youth was active in its organizations in Mercer County and Mercer, the county seat. In 1919 he was elected county auditor for a four-year term, and on its expiration in 1923 he was elected a county commissioner for a four-year term. Commissioner Minner was a thirty-second degree Mason, and he was a member of Mercer Lodge, Free and Accepted Masons, the Ancient Arabic Order Nobles of the Mystic Shrine, and to Mercer Lodge, Loyal Order of Moose. He and his wife and family attended the United Presbyterian Church in Mercer.
