He attended the public schools of Butler County, Pennsylvania, and later was a student at Freeport Academy, from which he was graduated in 1893. He spent thirteen years with the Pure Oil Company as a gauger. In 1913 he established the Cherry Auto Company, conducting that business until 1918, when he sold same. In 1919 he went to Cisco, Texas, for Spang & Company. In 1920 he removed to Butler where he was engaged in the automobile business until July 1, 1925, when with Mr. Wilson he organized the Burtner & Wilson Insurance Agency. On September 1, 1926 they dissolved partnership and Mr. Burtner leased the Park Hotel.
On June 17, 1898, Roy I. Burtner enlisted in Company E, Fifteenth Pennsylvania Volunteer Infantry, and served during the Spanish-American War. He was discharged January 31, 1899, as a private. In April, 1899, he enlisted in Company E, Fifteenth Pennsylvania National Guards, during the reorganization after the war, which was later transferred to Company L, Sixteenth Pennsylvania National Guard. He served through the various grades of non-commissioned offices and was elected a second lieutenant in July, 1907, and elected captain on the fourth day of April, 1912. He served as captain until October, 1914, when he resigned his commission. He served over fifteen years in the guards, and held a commission as a captain on the retired list of the Pennsylvania National Guard. Captain Burtner was an expert rifle and pistol shot and held a gold medal for ten consecutive years of expert marksmanship. He had the only perfect score at 1,000 yards that was ever made in the State of Pennsylvania for the Pennsylvania National Guards and it was on record in the adjutant general's office in Harrisburg, Pennsylvania.

Captain Burtner was a Republican. Fraternally he was affiliated with the Independent Order of Odd Fellows, past grand; B. P. O. Elks, No. 170; Butler Lodge No. 272, F. and A. M.; Butler Chapter, No. 273, R. A. M.; Allegheny Council, No. 38, of Pittsburgh, R. S. M. M.; Lorain Commandery, K. T., No. 87, past commander 1914-1915; Pennsylvania Consistory, Valley of Pittsburgh, thirty-second degree; Syria Temple, A. A. O. N. M. S., of Pittsburgh; and Syria Caravan, No. 14, Butler.
