He was born on a farm in Pymatuning township, Mercer County, Pennsylvania, attended the country schools, then finished at Thiel College, where he was graduated in 1887. After his graduation at Thiel College he continued there as tutor for a time, and for a year taught in the McIlvaine Institute at New Lebanon. After a few years devoted to teaching and studying law he was admitted to the bar in 1892. For a year before admission he had been a clerk in the law office of Samuel Griffith and Son, and remained with the firm until the death of the senior member, about 1894. After that time he attended to an independent practice. His public career began with his election to the office of district attorney in 1899, and his re-election came in 1902. He had been active in county politics for many years, being chairman of the Mercer county Republican committee during the years 1902-1903 and again in 1907-1908. For a number of years he served as borough solicitor and clerk of the council of Mercer.
Mr. Campbell was a Knight Templar Mason and Shriner and also affiliated with the Odd Fellows and Elks. [HMC 1909, 389]
