In his native state, he attended first the local schools, later Buchtel College, at Akron, and then entered Cornell University, where he was graduated in 1893, with his degree of M. E. He found his first promising business opening at Butler, Pennsylvania, and for eight years was in the employ of the Standard Plate Glass Company of that city, going from there to Saginaw, Michigan. There he built the Saginaw Plate Glass Company's plant, which he managed until 1903, when he returned to Butler and bought out the controlling interest in the Butler Brick & Tile Works, of which he then served as general manager. He was not idle professionally, having many calls as consulting engineer.

He attended the public schools of Akron, Ohio, Buchtel College (later Akron University), and was graduated from Cornell University in 1893, with the degree of Mechanical Engineer. After leaving college he came to Butler, Pennsylvania, where he was master mechanic of the Standard Plate Glass Company, later being promoted to assistant superintendent. He remained with this company from 1893 until 1900, when he went to Saginaw, Michigan, and was engaged in the designing and construction of the plant of the Saginaw Plate Glass Company, later a part of the General Motors Company. He served as superintendent of this plant for eight months. From 1903 until 1922 he was general consulting engineer for the glass industry all over the world, with the exception that in 1912 he was chief engineer for the H. L. Dixon Company of Pittsburgh, glass works and engineering contractors. In 1904 he purchased the Butler Brick and Tile Company, and became treasurer and general manager of the concern. He managed this in conjunction with his other business. In 1919 he organized the Howard Automatic Glass Feeder Company, to lease and develop his patents. This was later consolidated with other companies and was known as the Hartford Empire Company of Hartford, Connecticut, with offices in Butler, Pennsylvania, and Hartford, Connecticut. Mr. Howard was consulting engineer for the company.
He was a Republican in politics. He served as a member of the school board for ten years, as president of the Rotary Club of Butler, and as a director of the Public Library and as senior warden of St. Peter's Episcopal Church. He was a member of the Board of Commerce, Cornell Club of New York City, Sterling and Country Clubs of Butler.
