He was born at the Rimer homestead in the southern part of Clarion county, PA. He received his prepara­tory education in the Clarion Collegiate In­stitute at Rimersburg, Pennsylvania, later attending Franklin-Marshall and Washington and Jefferson Colleges. He taught public school one year, and for another year was instructor in a preparatory school at Ash­land, Kentucky. He then came to Clarion and entered the office of the late Judge William A. Hindman, completing the study of law under his preceptorship. In 1895 he was admitted to the Clarion county bar. In the course of his practice he has also been admitted to the several courts of the surrounding counties in western Pennsylvania, and to the supreme and superior courts of that state, also to the United States district court and circuit court of ap­peals.
For several years following his admission Mr. Rimer had his office with the late Judge Hindman, with whom he had read law. On April 1, 1905, he entered into partnership with F. J. Maffett, under the firm name of Maf­fett & Rimer. This firm had an extensive practice in Clarion county and adjoining coun­ties, and among their clients were the ma­jority of the financial institutions and munici­palities of the county, as also the more impor­tant mining and industrial concerns, particular­ly the larger companies operating for oil and gas throughout the district. They were also general counsel for some of the largest lumber operations in the eastern United States. Mr. Rimer made a specialty of coal and lum­ber titles, and in this sphere was remark­ably successful. He was a close student of his profession, and his cases were prepared with a thoroughness which left no point unguarded, and his positions were presented with force and clearness.
Mr. Rimer was withal a public-spirited citizen, having ever at heart the best interests of his community, and always ready to lend his hearty support and cooperation to any move­ments which in his judgment seemed likely to further that end. He was specially interested in the cause of education, and for a num­ber of years served on the board of trustees of the Clarion State Normal School. His vote and influence were given to the maintenance of those principles which were advocated by the Republican party, but he neither sought nor desired office, preferring to devote his undivided energies to the discharge of professional obligations.
He was a member of the Clarion Coun­ty Bar Association, and affiliated with the Ma­sonic order, belonging to the Blue Lodge and Chapter of Clarion, and to Pittsburgh Com­mandery, No. 1. Upon reorganiza­tion of the Grange National Bank of Sligo, Clarion County, he was elected a director and vice-president. [GPHAV, 641]
