He spent his boyhood on his father's farm and attended the district schools. About 1908 he came to Evans City, Pennsylvania, and later attended Butler Business College. He spent the following 13 years in the government mail service and in 1916 purchased the book and stationery store of L. C. Sarver. This shop was established in the late 1800s by J. A. Ripper and was one of the popular stores of the city. Mr. Behm carried a complete line of books, stationery, and confectionery.
Mr. Behm was a Democrat and served as president of the borough council for two terms. He was a member of the Lutheran church, the Knights of Pythias, the John A. Irvin Fire Company, and the Evans City Chamber of Commerce.
